cleaning up some of the horrors in ExtDateTimeEdit.  Lots of stale code
here, and not very robust (was causing a crash in PlanetViewer).
Fixed some of this, and lots of cosmetic whitespace fixes too.

I am planning a more complete overhaul here, "soon".
